Happy Friday, everyone. The race for Speaker of the House of Delegates is effectively over and House Judiciary Chairman Tim Miley appears to be the winner.

- Last week, the West Virginia University Board of Governors agreed to freeze all employees’ salaries in an effort to recoup part of its budget cut by the Legislature. But as my colleague Dave Boucher reports in today’s paper, salary increases for university coaches will proceed as planned. Mike Parson, deputy director of athletics for WVU, said coaches still will get pay increases because those raises are built into their contracts.
- Lawmakers will hold their monthly interim meetings in Wheeling to commemorate the state’s birthday, working in some of the same spaces as West Virginia’s original lawmakers.
- The West Virginia Board of Education on Thursday approved a new teacher hiring policy, spurred by Gov. Earl Ray Tomblin‘s education reform legislation passed earlier this year.
