Shakespeare might have been on to something when he said…”First let’s kill all the lawyers” and I can say that without reservation, because I AM a lawyer and I know how we are perceived and how we often evoke that feeling. Recently this was the reaction of the Kanawha County Animal Shelter when they had an outbreak of Parvo and only for the intervention of concerned citizens and some local vets was a mass killing of animals averted. SB 608 is a valid piece of legislation that would curtail actions such as that in the future. When it comes to family pets, our dogs and cats and other of God’s creatures…think again…that reaction is plain wrong and in my opinion evil.
Dogs offer something few humans are capable of…unconditional love and yet dogs are abused, dumped at shelters where they are killed, and are rarely protected by our judicial system. West Virginia has some animal abuse statutes with teeth to punish abusers, but what about the abuse in our so called humane shelters? Senate Bill 608 MUST be passed to protect pets that can become integral and valuable family members.
Yes the bill is lengthy and covers a great number of issues. It’s worth your time to read it and urge your legislature to pass it. This is a chance for West Virginia to become a kinder and more human place for both our two and four legged citizens.
At the root of the animal problems in our State is the lack of a mandatory Spay and Neuter law. There are just too many dogs and cats due to negligent and irresponsible owners. Rescue organizations such as DOG BLESS do what they can and transport hundreds of dogs to other states to find homes. WHY? Those states HAVE mandatory spay and neuter laws and consequently can accommodate the animals from West Virginia and other states. WE need to take care of our own problems with pet overpopulation, but SB 608 is a good start. Here is a link to the Bill:

So many lives are enriched by adding a pet to their family it’s a senseless crime to kill animals by the hundreds and unnecessarily.
